I am debating about whether to keep some cash on hand in my house in cash of emergencies. Some cash hidden or locked in a safe perhaps. How much is too much or is it just a bad idea?
Most insurance policies only cover lost cash up to a small amount, like $200 so it may be wise to keep it around what your policy will reimburse you for. For example, my insurance policy covers $300 in cash and $5000 in precious metals so I don't keep more than those amounts in my home.
For all realistic purposes it's not bad at all to keep a few hundred in your home in a nightstand or something for emergencies but don't start stashing away thousands in cash!

Should I refi my home at lower rate(1%) lower and take cash or should I wait and use money from equity LOC?
I actually just locked down a rate @4.85% for 30 years with extra cash but I have to cancel my equity LOC which was done a few years back when housing was still good. Should I have tried to keep my equity loc open and not do the refinance? I never used the equity loc but it felt good to know I had some ready available funds if I needed it. (approx 150,000 approved)
You should NEVER use a HELOC. You should take the cash out and IMMEDIATELY pay it toward the principle on the mortgage. A mortgage should NEVER be used to pay for ANYTHING but the house. Readily available funds come from spending LESS than you earn and putting 3 to 6 months of expenses into the bank.
