Can a Citizen make a Citizens arrest...?
Can a citizen and/or citizens make a citizens arrest on a Law Enforcement Officer that's breaking the law. I was just watching the video of the off-duty Police Officer that pulled out his gun on crowd in Washington after observing a crowd of over 100 people getting ready to start a snowball fight. Clearly the officer pulled out his gun without announcing that he was a police officer and to make matters worst he did not have a visible badge nor did he announce himself as an officer until the other Police Officer showed up in uniform. Please advise.
RCW 9.41.270
(b) Any person who by virtue of his or her office or public employment is vested by law with a duty to preserve public safety, maintain public order, or to make arrests for offenses, while in the “””performance of such duty”””.
In this case the officer was off-duty so he was breaking the law.
What law did the officer break? Seriously, it is not against the law in my State to have a pistol. I did not see him point it at anyone. He drew it yes, but made no threats to use it and I never saw him aim it at anyone. In the video the officer is hit in the face, he almost goes to his knees, and then he draws his weapon.
This matter is being investigated and if it is determined that he did wrong he will be dealt with. If he did not break a law or violate policy then he will be cleared. Citizens are not trained to make arrests and in my state there is no such thing as a citizens arrest. There is a statute that allows a private citizen to detain someone that is breaking certain laws long enough for the police to arrive and take the suspect into custody.
When he exited his POV he identified himself as an Officer and was functioning as an Officer at that point not a private citizen.

Badge of Courage: Police Officer of the Year 2002
I want to become a police officer.?
I've strongly, strongly considered becoming a police officer not to wear a uniform or carry a gun or flash the badge, but to protect and serve the community from violence, drugs, and corruption. I'm looking into getting an Associate's degree in Criminal Justice - Law Enforcement. I'm working out, staying in shape, doing a lot of cardio and putting on muscle. I also plan on training in shootfighting while I'm in school because I need to learn a fighting system.
My plan is to prepare myself physically by exercising and staying in shape via extreme cardio and strength training before learning Shootfighting and getting my degree.
Is it beneficial to really get an associate's degree in Law Enforcement, while also being bi-lingual? I.E., fluent in english/spanish.
Ultimately, I want to achieve state police detective status, I know it will take a lot of hard work and dedication and advanced training/testing, but the sky is the limit.
What do you guys think?
Most state agencies require a bachelors degree, or higher. Sounds like your on the right track. Good luck.
