In theory it's safe, held by the DMV for motor vehicle purposes only. In practice, any interested gov't agency can probably get copies.

I dunno for sure, but merely making a freedom-of-information request from the FBI will probably go into your FBI file. A friend of mine became the school newspaper editor in college. For a lark, he requested his file from the FBI. The main thing in the file was a letter he had written to the Director after a 4th grade school visit to the FBI, thanking the director and saying how cool the guns were. They like to hang onto stuff. .
