I'm planning to buy and replace my Nvidia GeForce 7050 (256MB) with a GeForce 9400GT (1GB) but is it safe to install and use on a computer with these specs-

Windows Vista Home Basic
My games are running laggy so i'm planning to get a new one but is it safe to install and use on a computer like this? Will it overheat?
Yes it is compatible to use for your system. Just make sure not to overclock the processor and you won't have to worry about overheating

is it safe to bring cash or do i just use my debit card there?
It is better to bring a couple hundred pounds with you and use your debit card for the rest.
Too much cash could get you into trouble with robbers and thieves as you probably already know.

I cannot help you with the NC law part, but I would suggest you go ahead and homeschool both children and get into a local homeschool support group (or two!) and get the children involved with others in your area so they do not "feel" like there are any cons to homeschooling (like missing friends and such).
