This would allow him a two year visa, renewable and extendable. He would not have to have a job before coming to the UK, but he would have to prove he could support himself without recourse to public funds (benefits).

In most countries on earth except America, Australia, and New Zealand the U.K. Embassies have outsourced the application process to commercial partners (WorldBridge or VFS-global) who collect the visa-fees, take the biometric data and fingerprints, collect the visa application packages, and forward them in bulk to the British Embassy/Consulate for decision.
In America the application system works different. You apply for the visa and pay the fee online. Then you go to the USCIS Application Support Center and have your biometrics and fingerprints taken. After that you send your application together with the biometrics enrollment certificate to the British Consulate General in Los Angeles this must be done within 14 days after the ASC appointment. Use zip code CA 90025-6538, it eases up delivery. You also should enter the date of departure to the U.K. on the back of the envelope.
