When police seize cash from gangs and drug operations, what do they do with the money?
The money is held in an evidence account set up for such things. Then there are civil proceeding to have the money forfeited to the arresting agency. If the agency wins the proceedings than the money is, depending on the laws of that state, placed into the Police Department's budget or into the City General Fund Budget.

Can a private organization run sting operations?
Like can independent NGOs run sting operations to trap corrupt officials without any permission from the police? What if they get full proof that they are corrupt? And can independent organizations also catch drug distributors and consumers if they get full proof like on camera or something?
Yes. I've heard of numerous cases where dishonest employees are caught sealing company property on video, the videos are turned over to the cops and they're arrested.
I've also heard of people caught illegally dumping and graffiti vandals getting busted by surveillance cameras too. On many occasions they would have gotten away with their crimes if not for the video footage.
