Is it illegal to lock the exterior of a school bus rear emergency door?
I know that sounds like an extremely dumb question, but I just know that there has to be a law somewhere; however, our Superintendant has requested that I install hasps and padlocks on all of our school buses to reduce the vandalism. I just can't, in my heart, do such a thing, even if it is just while the bus is parked at the school overnight. I can't find the exact law that prohibits doing such a thing, and I need anyone's help with this that can help!

This sounds totally wrong, even from a common sense point of view. Installing a padlock on an emergency door negates the whole purpose of the emergency door, and has to be contrary to law. Before you do such a thing, get a definite answer to this, but it sounds wrong on many levels. Even if the buses are merely parked, it could present a problem.
