Gordy boy flogged off the household jewellery when he first screwed the economy by way of hiding the real scale of the problem. Now that we are broke and the secret is out, it would be one hell of a way to put the gold back.

A distinct possibility for two reasons, firstly we have the keep the poor poor policy and this is another way of leading the poor deeper into the mire. Then there is as you may have suggested the spin of looking rich enough to pay our debts because of all the gold we retain- which as it happens is nowhere near enough.
As a third reason we could include government technology needing a lot more gold than they have access to- some equipment needs an awful lot of gold to allow it to operate effeciently.
