I can share my experience with commercial pools in both college and private community environments, although I've never dealt with a pool that old nor an indoor pool at that. I would make the assumption that the 2 drains you are referring to are bottom drains? Typically most of the water leaving the pool and returning to the pump and filter system will do so at the surface level, through a set of skimmers or normally a gutter system for an olympic sized pool. Ideally any thing entering the pool such as leaves or other debris would want to be removed from the surface rather than sinking to the bottom. In a gutter system there is a surge tank that would normally be located under the pool deck and as deep as the pool itself. There's usually a valve operated by floats in the pit that controls the water flow from the bottom drain. As long as the pool is full, the the floats will keep the bottom drain valve mostly closed and allow the gutters to do all of the skimming action. It's only when the water level drops below the gutter line that the level in the surge pit will drop as water is pumped from it through the filter system. When the floats drop low enough, the main drain valve will open and allow water into the pit. The reason for that is so the filter pump won't run dry. In the event that the float system wasn't utilized or if normal skimmers are used, then there's usually a manual valve from the bottom drains to control how much water is actually taken from the bottom. In a properly operated pool, the suction on the bottom drains shouldn't be that great. Draining the pool can be accomplished through normal backwashing as long as water can continue to flood the pumps. Otherwise, it becomes necessary to drop a submersible drain pump into the pool.
As far as the lighting issue, the lights as installed in 1961 might well not be manufactured anymore. Fixtures today are stainless steel and can be replaced without draining the pool at all. There are even LED retrofits available now for improved lighting efficiency and longer bulb life. It's possible that the current types of lighting won't fit in the 1961 era niche. More than likely the electrical feeding those lights was disabled and properly locked out.
I'm not sure what state you reside in. In California the County Health Departments conduct inspections of all public pools, generally on a quarterly to semi-annual basis. Besides checking chemical levels, they also inspect mechanical equipment, locker rooms for health, safey, and sanitation, and a variety of other things, including adequate recordkeeping. They definitely give us lists of things to fix that are deemed in violation. I would imagine that the pool you are referring to goes through much the same inspection. It does sound like a nice pool, maybe a little too warm for my liking, but nice never the less. Let's hope they can someday come up with some money for renovations.
