Street Prison Gangs

Why can't they end prison gangs and prison violence?
I watched the History channel yesterday about gangs and how the inmates control what goes on in prison and on the streets. How can they have so much power and control while locked up and why hasn't someone come up with a way to stop it? I know I sound naive but they deserve to be in prison for thier crimes and yet they can have someone killed on the outside. Is it a question of segragating the gang members on the inside? Some other way?
It's time they lost their power to commit more crimes.
Thank you in advance
My father is in jail and he tells me a lot about the violence. Staying out of it has been very difficult for him but he has succeeded. Violence is all a lot of these prisoners have known. My dad says how disgusting these people are. The smallest things can set them off. They have no problem beating each other to death over someone cutting them in line to use the drier. My dad once told me that an Italian gang member insulted someone from a different Italian gang. Each gang got others gangs to join sides with them. Since the guards really don't care about he prisoners at all, it was easy to get all of the prisoners into the gym and lock out the cops and they had an all out brawl.
You see, the prisoners have no guidance. Not only do they choose to pursue violent behavior but hte guards often provoke it. One guard told my dad that it was against the rules to look out the window, when he told one of his cellmates he told him that she always pushes peoples buttons to get people sent to the hole. (You're in a cell by yourself for however long they give you. You have no phone time and limited visits) And one guard went up to a prisoners wife when she was leaving and asked her to go out. Her husband socked him in the face once she told him. The guards are complete scum bags. Once you visit a place like that, you lose complete respect for cops/guards.
So basically to get to your question, there is an unbalanced relationship within prison walls. Some people cannot handle their anger and handle it in violent unneccessary ways. The guards provoking it does nothing to help. And if the guards did try to do somethign to seperate gang memebers or end the violence-the prisoners would lash out on them. The number of prisoners in a prison greatly out numbers the amount of guards. And if tons of prisoners ganged up on guards, what would the guards do, send them to another prison where they would just do it again? The most they could do is split up ceratin gangs into different prisons. But there are always gang members waiting to join together on the inside. Prisons aren't very organized and their really isn't much they can do.
