Pro-Israel House Resolutions 34 and 867

Ten months passed between the House Resolution 34 and 867 resolution. Where both were pro-Israeli and support Israel to secure its borders and defend the crime wars committed by Israel in Gaza war under the military name: Operation Cast Lead.
In Nov 3, 2009: House Resolution 867 was passed in the U.S. House of Representatives by roll call vote. The vote was held under a suspension of the rules to cut debate short and pass the resolution, needing a two-thirds majority. This usually occurs for non-controversial legislation. The resolution passed by 344 Ayes, 36 Nays, 52.
The Resolution calling on the President and the Secretary of State to oppose unequivocally any endorsement or further consideration of the "Report of the United Nations Fact Finding Mission on the Gaza Conflict" in multilateral fora.
Resolution 34 was passed in January 9, 2009 with 90% percent, a majority of 390 (Democrat: 222; Republican: 168), and rejected from only 5 (4 Democrat; and one Republican). While 16 congress members abstained, present 22.
The American Israel Public Affairs Committee (AIPAC) supporting the 867 Resolution describing the "Congress is sending a strong message that the United States will not stand for turning the victim into the perpetrator," Several other Jewish groups are backing a bipartisan congressional resolution condemning the Goldstone report, but J Street and Americans for Peace Now say they cannot support the measure as written.
as well as pro-Israel organizations that are supporting the legislation, the American Jewish Committee, American Jewish Congress, the Orthodox Union and the Zionist Organization of America. which is co-sponsored by the chairman of the U.S. House of Representatives Foreign Affairs Committee, Rep. Howard Berman (D-Calif.), and a ranking member, Rep. Ileana Ros-Lehtinen (R-Fla.).
J Street is a pro-Israel, pro-peace Americans works to achieve a two-state solution and secure true peace for Israel and the entire Middle East. J Street , in fact was wiser than other organizations and introduced a sound opinion. It was not urging Congress to oppose the resolution, but said it would instead support an amended version calling on the United States to "oppose and work actively to defeat one-sided and biased action" in the United Nations regarding the Goldstone report. And wants the resolution to include a call for both the Palestinians and Israelis to launch independent investigations into their conduct during the Gaza conflict. J Street also rejects the idea of opposing any further consideration of the report by the United Nations, saying the United States should oppose any U.N. resolution that "unfairly focuses" on Israel or refers charges against Israel to the International Criminal Court.
Americans for Peace Now also called on Israel to launch its own independent investigation of alleged human rights violation during the Gaza military operation and said it had "serious reservations" about the congressional resolution. It did not propose changes but, like J Street, also said it was not opposing the bill.
Americans for Peace Now in a statement said:"We do not believe that Israel or the cause of peace is aided by a Congressional effort that, however well-intentioned, is focused solely on denouncing the Goldstone Report and its authors and dismissing its findings,"
In January 09, 2009, during Israeli attack under (Operation Cast Lead ) on Gaza Strip, Israel used whatever it takes to destroy Hamas power through devastating attacks on people, land, and institutions, the House Resolution 34 came blindly supporting Israel by recognizing Israel's right to defend itself against attacks from Gaza, reaffirming the United States' strong support for Israel, and supporting the Israeli-Palestinian peace process. Where no mention of any advice for Israel to stop its attack on civilians and schools and mosques. Nor they mentioned the Gaza isolation through the past periods as a cause of launching rockets from Occupied Gaza.
The Resolution 34: According to the office of Howard Berman (D-CA), the chairman of the House Foreign Affairs Committee, whipped together a non-binding resolution in support of Israel’s military operation in Gaza this week, and it’s going to be voted on by the full House tomorrow. The Senate passed a very similar resolution by unanimous voice vote this afternoon.
The resolution text, after a lengthy findings section and committees discussions (“Whereas Hamas was founded with the stated goal of destroying the State of Israel;” “Whereas Hamas has been designated by the United States as a Foreign Terrorist Organization;” etc.), it proposes the following for the House’s endorsement: The House of Representatives in his first two item says it:
(1) Expresses vigorous support and unwavering commitment to the welfare, security, and survival of the State of Israel as a Jewish and democratic state with secure borders, and recognizes its right to act in self-defense to protect its citizens against Hamas’s unceasing aggression, as enshrined in the UN Charter;
(2) Reiterates that Hamas must end the rocket and mortar attacks against Israel, recognize Israel’s right to exist, renounce violence, agree to accept previous agreements between Israel and the Palestinians, and verifiably dismantle its terrorist infrastructure;
These items of course open the gate to encourage the Administration to work actively to support a durable and sustainable cease-fire in Gaza , as soon as possible, that prevents Hamas from retaining or rebuilding its terrorist infrastructure, including the capability to launch rockets and mortars against Israel, and thereby allowing for the long-term improvement of daily living conditions for the ordinary people of Gaza;
The House of Representatives believes in the human side of the war, it strongly emphasized that the lives of innocent civilians must be protected to the maximum extent possible, expresses condolences to innocent Palestinian and Israeli victims and their families, and reiterates that humanitarian needs in Gaza should be addressed promptly and responsibly;
The Resolution calls on all nations to condemn Hamas for deliberately embedding its fighters, leaders, and weapons in private homes, schools, mosques, hospitals, and otherwise using Palestinian civilians as human shields, while simultaneously targeting Israeli civilians; and
to lay blame both for the breaking of the “calm” and for subsequent civilian casualties in Gaza precisely where blame belongs, that is, on Hamas.
The House of Representatives Supports and encourages efforts to diminish the appeal and influence of extremists in the Palestinian territories, and strengthen moderate Palestinians who are committed to a secure and lasting peace with Israel; and calls on Egypt to intensify its efforts to halt smuggling between Gaza and Egypt and affirms the willingness of the United States to continue to assist Egypt in these efforts; Furthermore, it calls for the immediate release of the kidnapped Israeli soldier Gilad Shalit, who has been illegally held in Gaza since June 2006 and reiterates its strong support for a just and sustainable resolution of the Israeli-Palestinian conflict achieved through negotiations between Israel and the Palestinian Authority in order to ensure the welfare, security, and survival of the State of Israel as a Jewish and democratic state with secure borders, and a viable, independent and democratic Palestinian state living side by side in peace and security with the State of Israel.
It is time to ask the question on U.S.A foreign policy and the one sided resolutions (34 and 867 as well as others) passed in the House of Representatives, which in the long run according to observers, may hurt the position of the U.S. government and citizens abroad.? (1230) www.dryahyatv.com
