Who would win in a fight?
Person A and B are six feet away.
Person A has a Makarov pistol inside his jacket.
Person B has a combat knife in his hand and is wearing a bullet resistant vest.
Person B will kill Person A because he can rush forward and have the momentum even if person A is able to draw and fire quick enough, it won't have enough stopping power to prevent them from closing the distance. Six feet is covered in a fraction of a second (try it) and that's quicker than you can reach into your pocket, draw and fire.
At close quarters, a knife is every bit as deadly as a firearm. More deadly actually, because you don't have to aim precisely, just deliver a good long slash across the front of the body. A slash anywhere from the belly to the neck, or across the arms if they try to block, is enough to incapacitate an enemy from the shock of rapid blood loss within a few seconds. A slash wound bleeds far more heavily than a would from a bullet, unless the bullet severs a major blood vessel. This is because of the huge amount of surface area that a slash wound exposes.
Look around online and you can find medical pictures of slash wounds that are only an inch deep, but are horrible. The skin peels apart leaving a gash an inch or more wide, and all the flesh inside exposed and bleeding, even if no major blood vessels are cut. The same happens with slash wounds to the arms.
Person A may be able to draw and fire before losing consciousness, but they better aim for an unprotected spot. It all depends on whether they shoot at the vest or at another part of the body. Person B might end up living through it if person A tries to fire point blank into the chest.
Blades are a more effective close-quarter weapon, that's why swords were still in use for centuries after firearms were developed. Battalions of muskets could be cut to ribbons by cavalry if the cavalry could get to close quarters. It wasn't until the development of tanks and machine guns that swords lost their military significance. But they're still useful in a fight. The Japanese used them in world war 2.
It doesn't even have to be a combat knife. Just a sharp knife capable of inflicting a 1 to 2 inch deep slash wound. A pocket knife is a deadly enough weapon. You can't stab the heart with a pocket knife, but you can still make a gaping gash across your enemy's chest.

Person A's best hope is to calmly draw and move backward and try to dodge, they'll probably be cut but they should take all the time that's needed to shoot person B in the head. Then yell for the medic before passing out.

Things That you Should Keep in Mind When Purchasing Tactical Vests
Military apparel items come in a variety of models according to the specific purpose they serve for; thus prices differ according to the complexity of the functions, but a general rule applies here as well: the more the pouches and the protections, the more expensive the item.
